manchin has argued everything should be on the table and has a piece in "the washington post." he says "if you think the problem of mass violence in our country is just about gun, you're wrong. if you think it's just about an entertain industries that markets to kids you're wrong. if you think it's just about insufficient security or the lack of mental health services for troubled young people and adults you're wrong. we need to address all of them" is he right? >> well, i think you need a broader debate. part of that debate that i'm focused on is safety in the schools but absolutely. you have a mental health issue and component to this. i would make the point when it comes to more restrictions on firearms in our society, that if we go down that path, we're going to miss the focal point of providing safety. i think that is really the wrong debate to have. we've had an assault weapon ban previous in our history. you have school violence continued. it's not restricted to weapons that you think of timothy mcveigh, he used fertilizer to conduct his mayhem. so i would rather focus on the safety

each other for the breakdown. abc's jonathan karl has all this from washington. all of the focus on speaker john boehner's fallback plan, what he is calling plan "b." >> reporter: that's right, george. talks have got son low, i would say this is the low point, that boehner is moving ahead with the backup plan that the president so opposes, he says he will veto. under plan "b" most of the tax cuts will be extended for those making over $1 million. for those over $1 million, the tax rates would go up. this could do nothing to address the issues. like spending cuts and the debt ceiling. democrats are calling this vote a waste of time. but, george, boehner is saying the president has a choice. support this plan or see a massive tax increase on virtually all americans after january 1st. >> yeah, they seem to think this is going to put the pressure back on the white house. but, jon, like you, i've been in touch with both sides overnight. and these talks right now are going absolutely nowhere. the chance that the country is going to go over that fiscal cliff are really rising. >> report

schmitt in washington. the president made this surprise late appearance yesterday. he urged republicans to approve, i guess what you might consider a stripped down deal. this all happened around dinner time. so a lot of folks might not have seen it. give us the details. what is he proposing? >> well, i have to tell you, a few minutes ago, president obama landed in hawaii, 72 degrees there was the temperature on the ground. certainly warmer than it is in washington, certainly warmer than the political climate that president obama left behind here here in washington. it was a strip down agreement. he basically is saying we have to come up with some solution to help the majority of american taxpayers while we still avoid coming up with the majority of the details for what was supposed to help us avoid the fiscal cliff. it would ensure tax rates would not go up for 98% of americans, it would also ensure that unemployment benefits would be extended for about 2 million americans who would lose them otherwise if we went over the fiscal cliff. finally, it would work to lay the groundwork for th
